This publication also quotes an anonymous source to propose that current lockdowns due to Covid-19 as well as the shutting of factories in India and Brazil are causing of the contraction of output.

And, even though the lockdown has been lengthened in India until May 3rd and Covid-19 occurences are rising in these two countries, the anticipated return to normal may yet take longer than what Samsung believes.
But yet, there is also a silver lining for Samsung. Their sales projections for the Samsung Galaxy S20 Ultra are outperforming all market estimates with sales expected to reach 6 million phones through this year when compared to the expected numbers 3.5 to 5.25 million devices.
